statement and inlines the

Cross-crate inlining occurs later on during crate cleaning and follows different rules.

if the item is visible, meaning it’s not #[doc(hidden)]
or private.
This function takes into account the entire re-export use
chain, so it needs the
ID of the “leaf” use
and the ID of the “root” item.
