Converts a parsed Stmt to a Stmt with a trailing semicolon.

This only modifies the parsed AST struct, not the attached LazyAttrTokenStream. The parser is responsible for calling ToAttrTokenStream::add_trailing_semi when there is actually a semicolon in the tokenstream.
